Just a quick note about the types of information one might receive from 
a Freedom of Information Act request:

"FBI Secrets, An Agent's Expose", by M. Wesley Swearningen, pg. 158

"After looking at the first batch of FOIA files from New Haven, I said 
to Charles, "This is FBI poppycock."  I told him to ask the Department 
of Justice for specific documents, by name.  I knew that if a person 
does not name a document, the FBI will deny it exists.  Of course, 
anyone not having been in the FBI will not know the name of a particular 
document, and so the FBI will deny they have it."

The author may simply be peddling his services for assistance with the 
FBI FOIA releases, but what he has written concurs with all that I know 
about trying to obtain information from the CIA about MKULTRA, etc.
